The Subang Jaya City Council (MBSJ) has confirmed that it received a complaint about excavation work at Putra Heights before a ruptured gas pipeline caused a massive explosion and fire on 1 April
Subang Jaya Mayor Datuk Amirul Azizan Abd Rahim said MBSJ staff visited the site prior to the incident and determined that "everything was in order, and a permit was in place".
According to Amirul, the complaint was submitted via MBSJ's complaint management system. However, he said he could not recall when it was filed.
He said contractors at the site adhered to the stipulated guidelines, and a permit was issued to excavate the reserve road that passes a right of way (ROW).
A ROW is a transportation corridor along which people, animals, vehicles, watercraft or utility lines travel.
"PETRONAS had also issued a permit for work in the ROW," he said, adding that the council then informed the complainant that "the work had a permit and was in compliance".
MBSJ's confirmation comes after a resident expressed concerns over the excavation work just days before the incident
According to Bernama, Putra Heights resident Jasbinder Singh was "always wary of excavation works he saw in his neighbourhood just days before the major gas pipeline blaze occurred".
The health and safety practitioner said he and his wife had often discussed the digging carried out near the pipeline but assumed the contractors were authorised and fully aware of the risks.
