In their efforts to ease the burdens of the people of Selangor, the state government launched a series of programmes for its people.

These schemes are rolled out under the Inisiatif Peduli Rakyat (IPR).

The IPR programmes were developed after Pakatan Rakyat took over the Selangor government in 2008.

Initiatives under IPR are mostly funded by the revenues of the state and it was said that the Selangor government is working on implementing new initiatives that could further help its people.

IPR was previously known as programme Merakyatkan Ekonomi Selangor (MES). It was rebranded as Inisiatif Peduli Rakyat (IPR) in January 2017.

Here are the 17 programmes under Inisiatif Peduli Rakyat that Selangor citizens can look into:

EDUCATION

Tabung Warisan Anak Selangor (TAWAS)

TAWAS was launched on 30 August 2008 and is run by Yayasan Warisan Anak Selangor (YAWAS).

Here are some of the terms and conditions for the scheme:

First condition

- Applicant must be a Malaysian citizen who was born in Selangor on/after 1 January 2008, and;
- Has not reached the age of three, and;
- Either one of the applicant's parent were born in Selangor, or in Kuala Lumpur before 1 February 1974.

Second condition

- Applicant must be a Malaysian citizen and was born in Selangor on/after 1 January 2008, and;
- Has not reached the age of age, and;
- Applicant's parents were not born in Selangor but have resided in the state for at least five years, and;
- Applicant's parents' residential status must be verified by one of these organisations/people.

Third condition:

- Applicant must a Malaysian citizen, and;
- Was born in Selangor or any of the states bordering Selangor (Negeri Sembilan, Perak, or Kuala Lumpur) after 1 January 2008.
- Has not reached the age of three, and;
- Applicant's parents were born in either one of the bordering states and their residential status must be verified by one these people.

Applicants will receive a sum of RM1,500 after they reach the age of 18.

Tabung Pendidikan Anak Kerja Ladang

This initiative was started to help the children of farm workers in Selangor with financial aid for their education expenses.

The Selangor state government hopes that with the assistance, students will be able to improve their education and/or technical skills.

Here are some of the criteria applicants must fulfill to be eligible for this scheme:

- Either one of the applicant's parent is a farm worker and was born in Selangor, or has lived in Selangor for at least five years, and;
- The monthly household income of the applicant's parents is less than RM1,500.

Program Tuisyen Rakyat

This programme is part of an initiative that is aimed at helping students that are struggling academically from the lower income group with special classes that can supplement their education in schools.

Here's the list of subjects offered under this programme:

- Bahasa Melayu
- English
- Mathematics
- Science
- History

Only students from households in Selangor with a monthly income of RM2,000 and below are eligible for this scheme. Refer to IPR's official website or head to the nearest DUN office for more details on this programme.

Skim Bantuan Asuhan Rakyat (SIKEMBAR)

SIKEMBAR is a Selangor government initiative that is for children aged four and below that attend nursery or daycare centres registered under the Welfare Department.

With this scheme, parents who are eligible for it will receive RM100 per month to cover the fees of nursery/daycare centres for their children. The money will be paid directly to the respective centres.

Here some of the terms of conditions for this scheme:

- Applicants must be citizens of Malaysia, and;
- Either one of the parent of the child was born in Selangor and resides in Selangor, or;
- The child was born or resides in Selangor, or;
- Either one of the child's parent has been living in Selangor for at least five years.
- The parents' monthly household income must be no more than RM2,500 with one child under their care, or;
- RM3,000 and below with two children under their care.
- Both the husband and wife are working.
- The scheme is limited to two children under the age of four per household.

Skim Bantuan Tadika Selangor (TUNAS)

TUNAS is another one of the many initiatives by the Selangor state government to help students from lower income groups.

Parents of children eligible for this scheme will receive RM50 every month. The money will be transferred directly to the kindergartens registered under Majlis Permuafakatan Tadika Selangor.

Here are some of the terms and conditions for this scheme:

- Applicant must be a Malaysian citizen, and;
- One of the child's parent was born in Selangor or currently resides in Selangor, or;
- The child was born in Selangor or currently resides in Selangor, or;
- The child's parents have lived in Selangor for at least five years.
- The monthly household income of the family must be RM2,500 and below.
- The child must be either five or six years old.

Tabung Kumpulan Wang Biasiswa

This initiative provides scholarships for students in Selangor that wish to pursue their tertiary education at selected universities in the country.

Here are some of the terms and conditions for this scheme:

- Applicant was born in Selangor, or;
- Either one of the applicant's parent was born in Selangor, or;
- The applicant has been living in Selangor for more than five years.

The scholarship is only for students with a full-time offer at the selected universities. Priority will be given to students that have high academic qualifications.

Hadiah Pengajian IPT

Students who are Selangor citizens and come from families with a monthly household income of RM3,000 and below will receive a sum of RM1,000 for their tertiary education expenses.

Here are some of the terms and conditions for this scheme:

- Applicant must be a Malaysian citizen, and;
- Applicant were born in Selangor, or;
- Either one of the applicant's parent was born in Selangor.
- Applicant has a full-time offer to study diploma or a bachelor's degree at any of the government-recognised private or public institutions.
- The monthly household income of the applicant's parents must be RM3,000 and below.

HEALTH

Skim Peduli Sihat

Skim Peduli Sihat is an initiative by the state government for Selangorians who have a household income of no more than RM3,000 per month.

The scheme is run by Selgate Corporation, who is the third-party healthcare administrator and each family is entitled to medical expenses for up to RM500 per year.

Applicants must have been born in Selangor or have been living in the state for more than 10 years to be eligible for this scheme that has 1,000 participating clinics in Selangor and Klang Valley.

Successful applicants will receive a 'Peduli Sihat' health card that entitles the cardholder and his/her wife and two children below the age of 21 to receive treatment from the registered clinics.

There are two categories for the 'Peduli Sihat' scheme, namely:

1. A

- For husband, wife, and two children below the age of 21.
- The monthly household income must be no more than RM3,000.

2. B

- Individuals above the age of 21.
- Monthly individual income of no more than RM1,500.

Skim Kesihatan Wanita

The Selangor government offers free mammogram screenings for women in Selangor above the age of 35.

They've run a number of campaigns under this scheme that offered the free mammogram screenings.

BUSINESS

Skim Hijrah (SKIMSEL + MIMBAR)

Hijrah Selangor offers microcredit business loans, combining Program Mikrokredit Miskin Bandar (MIMBAR), Skim Mikrokredit Wanita Ladang (WALA), and Skim Mikro Kredit Selangor (SKIMSEL) to help small business owners in Selangor.

Here are some of the terms and conditions for this scheme:

- Applicant must be a Malaysian between the age of 18 and 60, and;
- Owns a business, and;
- Has a business operating license, and;
- Does not have a bad credit history from any financial institutions.

TRANSPORTATION

Khidmat Bas Selangorku Percuma

Bas Selangorku was launched on 1 July 2015 in three major areas in the state, namely;

- Shah Alam
- Subang Jaya
- Klang

The route for Bas Selangorku starts at the Seksyen 19 KTM station and goes through 22 stops, namely:

1. Stesen Komuter, Seksyen 19
2. Balai Bomba, Seksyen 15
3. Dataran Shah Alam/ Wisma MBSA, Seksyen 14

MISCELLANEOUS

Air Percuma Setiap Bulan

Consumers who use 20m cube or less water every month will not have to pay their water bill (approximately RM11 for 20m cube of water usage).

On 13 March 2008, the Selangor state government informed that they will foot the bill for the first 20,000 liter (5,680 gallons) of water every month, for each household in Selangor starting June 2008.

However, the terms and conditions of the programme states that the 'free water' policy only applies to domestic users with their own individual meters. As for those living in high-rise properties (condominiums, apartments, flats), they will have to switch to individual meters to enjoy the same benefits. High-rise properties use bulk meters instead of individual meters.

People who live in Selangor are entitled to this 'free water' policy, regardless of their political stance, yearly income, or race based on the conditions stated above.

The programme was introduced to help Selangorians, especially those from the lower income group to manage the rising living expenses and high inflation rates currently.

Skim Mesra Usia Emas (SMUE)

SMUE is basically an initiative to help the people of Selangor with funeral expenses for senior citizens (anyone above the age of 60) and the OKU (Orang Kurang Upaya).

The selected nominees of the registered members of this scheme will receive RM2,500 upon their death. The money can be used as part of the financial expenses for their burial.

The nominee can collect the financial aid from the DUN office where they were registered at after the death of the member.

SMUE was launched in August 2008 the programme kickstarted on 1 October 2008.

Here are some of the terms and conditions for the scheme:

- Applicant must be a citizen of Malaysia above the age of 60, and;
- Applicant was born in Selangor and currently resides in Selangor, or;
- Applicant has been staying in Selangor for at least 15 years (for those that were not born in Selangor).
- Applicants that were born in Selangor but resides in other states are not eligible.
- The nominee must either be the child, wife, husband, mother, father, grandchild, brother, sister, daughter/son-in-law, or an organisation that took care of the applicant.
- The nominee must also be a Malaysian citizen.

Insentif Perkahwinan Belia

Insentif Perkahwinan Belia is a programme to help Selangorians who may need some extra cash to fund their weddings.

Here are some details about this scheme:

- It is open to all races.
- There is no limit on the monthly income of applicants.
- The applicant was born in Selangor or has been living in Selangor for at least 10 years.
- For applicants that were not born in Selangor, they will need to provide their Sijil Berhenti Sekolah as part of the application.
- Muslim applicants will need to provide the Nikah certificate from the Selangor Islamic Religious Department (JAIS) or any other state Islamic religious department.
- Non-Muslim applicants must provide their marriage certificate from the National Registration Department (JPN).
- This scheme is only for first marriages.
- The groom or bride must be no more than 35 years old at the time of marriage or registration.
- Applications must be made within three months from when the wedding was registered.

Program Bantuan Food Stamp

The Food Stamp initiative is for those who are in the lower income group, specifically families that have a monthly household income of RM1,500 and below.

The Ahli Dewan Undangan Negeri (ADUN) will pick 100 people per DUN, based on these criteria:

- Families with a monthly household income of RM1,500 and below, and;
- Was born in Selangor, or;
- Has been staying in Selangor for more than 10 years

This programme is open for all races and applications can be made at your respective DUN offices.

Eligible families will receive basic food supplies such as cooking oil, rice (10kg), sugar, flour, and milk every month.

HOUSING

Skim Rumah Selangorku

Skim Rumah Selangorku is to help the citizens of the state own houses (that cost no more than RM250,00) by providing financial assistance to them.

TECHNOLOGY

Wi-Fi #SmartSelangor Percuma

The Selangor state government started the SmartSelangor Wi-Fi initiative, providing free Internet access for its people at around 300 spots.

The state government is currently working on increasing the number of hotspots in the state, especially in areas concentrated with people from the lower income group.
